How can I complain or write a review about the con man who ripped us recently by taking our money and not finishing our basement and leaving us in a mess?

Sorry to hear about you bad experience with your contractor.
Assuming you met/hired him via this website, writing a review is fairly simple, if his profile is still active?
All you have to do is go to your contractors profile and you will see the option to "write a review" towards the top of the page. Click this tab and post your review, please remember that you will be sent a confirmation email from HandyCanadian to verify your review after you have initially posted it.

This is rampant across the country. I am in the process of fixing up one right now.
If you are on very solid ground, take it to the better business bureau, various advertising sites in the area ( on line), get the newspaper involved, and in some cases there are TV personel who delve into such matters. BCTV have one that is called Olsen on Your Side. It then gets media attention. Also, see if he has a business licence. You may be able to put a mark on it.
Then, you can represent yourself in small claims court. If it is like B.C. you have to collect even after you are awarded, but at least the person is held somewhat accountable.
It is unfortunate that there are scam artists around. The lesson is check ref's, go to suppliers who can rec good tradesmen and contractors, for there are lots of us who are being overshadowed by the dirt bags of the industry.

Post not only the company name, but his name and the exact work, some pictures, what was written in the contract, how mch you paid, what went wrong.
Maybe it will give him a chance to step up and make it right...
