I'm tearing down my old garage to build a bigger one. I'm raising the new garage floor more than 1 foot. Do I need to tear out the existing concrete floor before installing new one?

If you do not have much difference in elevation between existing cracks you should be fine. The new slab at 12 high should do well with 6 or road base over the existing concrete to remove the possibility of reflection cracks forming in the new slab.

Use a 6 slab with welded wire at a minimum or use a 6 slab with rebar. You can sometimes get away with a 4 slab if there aren't large loads parked on it and the existing slab isn't cracked up.
