I'd like to know how much it would cost to install a balcony out of our master bedroom (would look over our backyard). we'd need to make it "cat proof" if possible, so the cats could come out, but not escape! We'd like to use the balcony simply to sit out and enjoy the outdoors with our cats. Right now, the bedroom just has two windows.

This is Todd from Hasaca Construction in Ottawa. It is difficult to give a price on the balcony without seeing exactly what is involved. Definitely, there is a permit involved but the balcony plans may also have to have a structural engineer's stamp on them which can really add to the cost. The biggest question is how the balcony will be tied into the rest of the house or supported. Making the balcony 'cat proof' should be able to be accomplished by using solid glass panels which a cat can't climb or jump over. There may be several options available for the project, some of which may be more cost effective than others.

In order to get accurate pricing, there are a few things that you should consider:
1) How large do you want this patio to be? This will determine a lot, including if you will need pillar supports.
2) Do you want to include a pergola or awning?: This may be a great addition to enjoy the space in hot sun or drizzle.
3) What material would you like to have? Vinyl will create a dry space below wiht its waterproofin properties. Composite is a beautiful, low maintenance option.
4) What railings are most sutable? If escape is a concern, glass panel (panorama) or wood panel may be options for you.
