Is there a security screening check anywhere in Canada for generals contractors before optaining their licence?

Does generals contractors (anywhere in Canada except the province of Quebec because they already go through the process) need to go through security clearance check up/criminal records check in the attempt to get their licence?

No licence is required in the city that I live in. In Toronto a licence is required and they do a background check.

It depends on the city, each one has different requirements, and that's if a license is required at all. Remember that a contractor license is a business licence, not a trade license like a plumber or an auto mechanic.

When a person or a company obtains their business licence, usually the City Government does a criminal check.
