I want to build a deck thats 22ft x 16ft, that is zero elevation on the uphill side and 7ft on the downhill. Location is Vancouver, North Shore. It will not be attached to the house. Bedrock is roughly 4ft below where the deck supports should go. What am I looking at for permitting costs, materials and engineered drawings? (required for a permit)

get at least three detailed written Estimates. It's FREE to post and the Estimates are usually always FREE as well just ask the contractor before he or she looks at the job.
I would recommend hiring a company to do this as you want to make sure its done right. This would cost you 17-19k roughly
Get in contact with relevant companies, they'll be able to give you a better idea once they've evaluated the specifications and site. A lot of companies will handle the permit aspect for you (at a fee), and engineers will provide you their rates.
