There has been water damage to the top plate where the beam sits (very rotten) causing the beam to drop about an inch over 5 years or so. The roof does not leak anymore and had been repaired, but who do i call for something structural like this?

I would call a local structural engineer to give you a stamped drawing and recommendation of appropriate action to fix this.
From there you could call a carpenter or GC.

With a local Engineering firm to make a recommendation. You're Municipal office should have a list of firms in you're area.
You need an experianced general contractor. Whom has built additions and fully renovated homes. As my company is. Sorry, but i live in the Niagara Region.
But list the contract specificaly for contracting firms with experiance with this specific type of demo and rebuild.
I agree with Jame's comment. The goal is to get the beam, plates, and post back to it's original design condition - not do a redesign. An engineer is likely less qualified to evaluate the condition the existing condition than a good contractor - and will charge a significant fee just to look. Find 2-3 good contractors and you will get a better evaluation, plus you'll have sourced your service provider to complete the work.
